Implement `compare_models()` to compare two ISSM models

Similar to $ISSM_DIR/src/m/consistency/comparemodels.m, we should be able to compare two ISSM models in python.

This would allow models developed in MATLAB (and exported to NetCDF) to be directly compared to models developed in python.
