Direct Activity Updates to Followers

At the moment, when you do an Activity Update, you can set it for Public, All Members or Only Me.

This will be a private site so we have no use for the Public Option.

We should likely restrict the All Members option to administrators.

We need to add an option, as the default, of Followers.

Is this about who can see the post or about who gets notified? Those are very different things, but they seem to be kind of mixed together here.
