CaseSensitive work incorrect

Precondition:

• Add Tag1 with CaseSensitive=false, Tag2 with CaseSensitive=true on a content
  1.Create the content

2. Add data to Tag1= example, EXAMPLE, EXAMple..
3. Add data to Tag2=sample, SAMPLE,SAMple
   4.Publish the content
4. Open Geta Tags Management page
   Issue: Only Tag with name ="example" is added on mykey1 group : OK
   BUT Only Tag with name=" sample" is added on mykey2 group ?
