Proposal Filtering

As a user that is on a ton of proposals over the years, seeing all of them at once isn't very useful and makes it hard for me to find the data that I want. I would ideally like to be able to hide proposals that I no longer care about and also favorite proposals so that they're towards the top of my project view page and I have easy access to them

Tasks

• Add a "hide proposal button" that will remove a proposal from the project view
• Add a settings list that shows hidden proposals in case a user wants to unhide one of them
• Add a "Favorite" button that will favorite a proposal and priority display it at the top
