Update Jules compiler settings in jules folder

Right now, only settings of gfortran have been tested to work for Jules. Other compiler setting in jules folder were copied from LFRic settings. Would need to modify and test them.

Hi Yash, since I don't know who will be working on that, I am assigning it to you (to be reassign as you see fit). Someone needs to test the jules build with other compilers. I don't even know how to run/test Jules :)
