Evaluate new Dummy candidate for Python and create new Python dummy

The following upstream repository might be a good candidate for a Python-dummy:

First checks were run and looks promising with identifying 3 packages but also potential vulnerabilities.

A second opinion would be needed and then based on positive feedback repo-fork to the Open-Source-Compliance for preparing the respective Dummy-branches starting with "doc" and maybe a first showcase in "demo" or "test" as described in https://github.com/Open-Source-Compliance/Sharing-creates-value/tree/master/Tooling-Landscape/Dummy_Repositories
