Enable FBGEMM_GENAI also for releases: 2.10

FBGEMM_GENAI already was enabled for release/2.9.

It would be good to also propagate it to the other versions.

I did not verify fbgemm_genai versions, tested on upstream PT and PT 2.9 release, so it looks to be agnostic.
Still need to port the pytorch patch to ROCm fork of release/2.10 since the pytorch commit did not go into upstream release/2.10.

Just a note that on upstream PT, scaled group gemm now uses MSLK instead of FBGEMM. https://github.com/pytorch/pytorch/blob/main/CMakeLists.txt#L948
