AmazonQ Ignores Rules #8540
Description
Problem
AmazonQ ignores rules placed in the .amazonq/rules folder. I've put my own rules in the folder and tried to work and it ignores the rules. I had it re-write the rules and format it in a way that was best for it to ingest. It converted it all from markdown to YAML. It still ignores it.
Steps to reproduce the issue
Create rules and try to work prompts.
