Reflect the speeds set by variable speed signs in the meanData. #17587
Description
Currently, the defined road speed limits are written to the meanData file when no vehilces use the repsecitve roads, despite the presence of variable speed signs. For consistency, it would make more sense to write out the defined speeds defined by the variable speed signs rather than the the fixed speed limits.
