UI controls hidden when using Windows display scaling and large text #3358

In Windows 11, increasing display scaling (System > Display) and text size in the accessibility settings causes various controls and buttons in Thorium to be hidden. These issues were observed in user testing with a low-vision user. The Thorium window was maximized to fit the screen area.

For example, the Navigation panel opens up with the top options (Table of Contents, Landmarks) hidden. The buttons for docking and closing the panel are also hidden (see screenshot 1). Similar issues appear in the Display settings panel (see screenshot 2).

In docked mode, these issues do not appear, but accessing docked mode is difficult when the top row buttons are hidden.

There are also issues with the TTS options, where controls at the bottom are partly hidden (see screenshot 3). Vertical scrolling might solve this, but scrolling is not possible here.
