llm- d examples should be versioned

llm-d quickstart examples should be versioned like every other component in llm-d.

today llm-d-infra examples (under quickstart) are assumed to work with the latest release.

this is not recommended and should be changed.
for example, GIE next release includes many changes but those cannot be updated in the repo until a first llm-d scheduler is cut.

Currently some pieces are versioned, and some are not. Infra gets installed from the installer, so it will be based on whatever code is in main for the chart path rather than the version. This is one the pieces that will change based on the v0.3.0 redesign.

Every other piece of the quickstart (except for the overall quickstart itself) is versioned, so GAIE and Modelservice charts are version locked.

One thing to note as well is that the quickstarts are currently not tied to any version of the Gateway provider because the application steps for them are separated. Those two steps would have to be linked to pair versioning of the gateway control plane with quickstart.
