Move getParameterWithFallback utility method to common module #203
Description
The method getParameterWithFallback is currently duplicated and used in multiple places. This issue proposes moving it to a shared ParameterUtil class inside the common module to promote reuse and avoid duplication across modules like HashiCorp and AWS.
