Missing LICENSE file

I see the project is BSD-3-Clause in the package.xml file. If you create a LICENSE file, this information will be displayed within the first page view for the project. GitHub walks you through it after naming a new file LICENSE. If you want help with this, I could make a PR for you.

There might be some license ambiguity to sort out. The pearweb project is licensed PHP License, so it seems odd to me that pearweb_phars would not be the same.
