Update CI to test with pnpm 10.x

Update .github/workflows/test.yaml to test using pnpm latest version 10.x.

Why is this needed?

According to https://pnpm.io/9.x/motivation pnpm 10.x is the latest version and pnpm 9.x is no longer actively maintained.
