Update CDS LAI to V3

Description

This updates the CDS Leaf Area Index (LAI) CMORiser to work with all days of the month there are data, not just the 20th.
It also updates from V1 to V3 of the dataset.
An option in the yml file is added to choose if and what resolution to regrid to, to help with memory intensive use.
This part closes #4280 (which has supported development) and par closes #4234 which details all steps for the CMUG OWP4.2.
