Updated pre-commit-hooks to v6.0.0

pre-commit-hooks in this repository is a few years old. This updates it to v6.0.0.

In order to try and have automatic updates like python-pillow/Pillow#9381 in the future, I've added this repository to the 'pre-commit ci' GitHub App in the organization settings.

And this repo is listed under https://github.com/organizations/python-pillow/settings/installations/18823841. I've removed it from there and re-added it, maybe that'll help next time.
