Since the intention is for this file to last for a while (only refreshing with each release), i think it would be good to filter out nodes which have pending exit requests, as we know those nodes won't be contactable soon. we could just filter nodes with requested_unlock_height. At that point I think we'll have the most accurate longish term list.
