[i18nIgnore] Add JTF style and enable only 2.1.6 Katakana long vowel

Description (required)

• Add JTF style preset configuration but enable only “2.1.6 Katakana long vowel”
• Explicitly disable all other JTF rules to avoid widespread lint churn
• Keep existing JA spacing rules intact

Why

• We only want the long‑vowel guideline right now; the preset enables many rules by default, causing unrelated errors across the docs
