Patch update for Arterytek AT32 series

Changelog:

• Update CMSIS for AT32F402/405/415.
• Correct USB Endpoint for AT32F402/405/435/437 and update registry files.
• Change 16 to 32 bits flash programming on EFL driver for AT32 series and update registry files.
• Added timers-freeze macros to AT32 registry. Removed all device dependencies from hal_st_lld.c.
• Update platform files for AT32F402/405/F415. Decrease 1 ERTC clock cycle for AT32F402/405.
• Support reduce power consumption for OTGHS PHY when OTGHS is not used.
• Update ADC v1/2, USART v2, SDIO LLD drivers.
